description: Joe Legare is the Chief Strategy Officer for H&B Defence. He is a proven leader with 40 years of nuclear program experience and is recognized in the U.S. Congressional Record for strong leadership executing high consequence programs. An experienced communicator and public speaker, he conveyed complex technical and policy issues to diverse groups of stakeholders throughout the U.S. Department of Energy complex to gain support for pro-gram initiatives in nuclear environmental cleanup and stewardship. He served in the U.S. Navy as a submarine nuclear propulsions officer and a program manager at the Pentagon. He executed nuclear safety programs at the U.S. Department of Energy and executed nucle-ar environmental cleanup projects across the United States in both government and industry roles.
Legare was responsible for stakeholder engagement for the highly successful 10-year $6B nuclear cleanup project at Rocky Flats, Colorado. He led hundreds of public meetings with regulators, local and state government and citizens groups to achieve complex mission objectives. As the Executive Officer for the $2B multi-decade Los Alamos Legacy Cleanup Program in New Mexico, he partnered with communities to align their interests with program objectives. Joe served for six years as the General Manager for the Legacy Management program, responsible for performance at 90 former Manhattan Project sites across 28 states, and worked with federal, state and local governments to transition assets from government stewardship to beneficial reuse.
Joe has deep experience building social license and engaging with stakeholder groups for high-hazard, high-consequence and controversial programs, and a deep belief in the value of gaining and maintaining social license to achieve and exceed program objectives.
