| SIA ELECTS NEW COMMITTEE |
|
| At its AGM on 19 November, the SIA elected a new Committee. Acting President Peter Horobin was confirmed as President while the other contender for the position, Brent Clark, was elected as a Vice President. Simon Rusiti was elected as a VP while a new VP was also elected. Sean Costello, as VP Communications, will lead the development of a comprehensive and inclusive communications regime to help define the way in which the Institute engages its stakeholders. | A MORE POTENT AND CAPABLE SUBMARINE FLEET
The 2009 Defence White Paper sets out a new capability direction with a
significant focus on enhancing our maritime capabilities for the 21st century,
the Minister for Defence, the Hon. Joel Fitzgibbon MP announced today.
In recognition of the importance of Australia’s maritime approaches and trade
routes to the security and prosperity of the nation, the Government has
decided to make a substantial investment to double the Navy’s current
submarine fleet.

| Operation SILENT ANZAC kicks off this weekend with the Director Operations (Terry Roach) and Chairman (Peter Briggs) arriving in Istanbul. The Main Party leaves Sydney on Monday 3 September, arriving in Istanbul on Tuesday 4th.
The SIA wishes them all good luck and calm weather as they undertake only the second dive on this important part of Australia's naval history.

| The old site of HMAS Platypus in Sydney Harbour was handed over in 2005 to the Sydney Harbour Federation Trust, who will manage the conservation of its heritage for the general public as they are also doing for seven other former Defence sites around Sydney Harbour.
On 18 August 2007, the fortieth anniversary of the commissioning of HMAS PLATYPUS and the arrival of the HMAS OXLEY to form the Australian Submarine Squadron, Vice Admiral Ian MacDougall AC AFSM RAN (rtd) spoke of the history of Australian submarines at the base and brought back memories for the assembled representatives of government and the Trust, members of Submarines Association Australia and other members of the submarine community and Australian Naval Cadets.
Admiral MacDougall's speech has been entitled the 'Platypus Address', intended to be delivered each year by eminent submariners invited from Australia and overseas, to commemorate the commissioning of HMAS Platypus to support the modern Australian submarine squadron. This inaugural address is reproduced here by kind permission. |

SUBMARINE ESCAPE AND RESCUE SERVICE - RECOVERY OF RESCUE VESSEL REMORA
Defence has today successfully recovered the Australian Submarine Rescue Vehicle ?Remora? which was resting on the sea bed in 140 metres of water off the coast of Western Australia.
The Remora recovery was conducted by United States Navy Supervisor of Salvage and Diving, the US Navy organisation that recovered the ADF Blackhawk off Fiji in February 2007.
Remora was lost on 5 December 2006 when its launch and recovery system failed during preparations for Exercise Black Carillon 06, a RAN submarine rescue exercise conducted in the Western Australian Exercise Area.
The Remora is at HMAS STIRLING and will be shipped to the Original Equipment Manufacturer in Canada for an extensive six to eight month overhaul. |

| Last week, the Submarine Force Element Group held its Annual Forum at which our President, RADM Peter Briggs, gave an update of the SIA's activities and made the inaugural presentation of the SIA Award for Engineering Excellence to Lieutenant Craig Johnstone RAN of HMAS RANKIN.
This award, sponsored by MacTaggart Scott and Company Limited, is made to the submarine Engineer Officer judged by the SMFEG commander to have displayed outstanding leadership and engineering excellence whilst serving as the Head of Department in a seagoing submarine. A drawing of the medal is attached.
In recognition of its long and enduring relationship with RAN submarines (dating back from the 'J' boats of the 1920's to today's Collins class), MacTaggart Scott has entered into a ten year agreement with the SIA to be recognised as the sponsor of this important award.
The SIA congratulates Lieutenant Johnstone on his outstanding performance and thanks MacTaggart Scott for its sponsorship of this fine award. An Honour Board is being constructed and will be mounted in a suitable position in the New Year with Lieutenant Johnstone's name at the top of the list. |

| The SIA has been successful in its bid for funding from the Commonwealth Department of the Environment and Heritage which has awarded it a contract for $25,000 to develop a Feasibility Study into the preservation aspects of HMAS AE2. The grant will cover development of promotional material, travel to Turkey (first visit is this Anzac Day) on two occasions, travel within Australia to attend Inter-Departmental Working Group meetings and production of promotional material. | SIA member Chris Skinner wins Maritime Advancement Award |
|
| A former Naval electrical engineering officer is the winner of the inaugural Maritime Advancement Award, sponsored by Booz Allen Hamilton in conjunction with the Centre for Maritime Policy at the University of Wollongong.
During the closing ceremony of the Sea Power 2006 Conference yesterday, President of the Australian Naval Institute Commodore James Goldrick presented the award to Mr Christopher Skinner, who had a distinguished career in the RAN from 1959 to 1989, including service in Vietnam aboard HMAS Hobart.
For his outstanding analysis of the costs and benefits to Australia of the Collins Class submarine project, Mr Skinner has been awarded a two-year research or development grant worth $12,000.
Mr Skinner's project was conceived as a means to deliver the next generation of conventional submarines to follow the successful Oberon Class as they were retired, and to embody the best of sensors, weapons and their control systems, propulsion and platform systems for the Collins Class submarines.
The Maritime Advancement Award goes to the most promising research or development proposal from anyone working in the field of maritime endeavour including science, maritime law and policy, defence, commerce, shipbuilding or maritime industry.
The judges agreed that Mr Skinner's project would bring new understanding of the impact of the submarine project upon the Australian economy and highlight key lessons about the significance of such activities for national development as well as for the future. |

| Lockheed Martin Australia to support SIA at C.E.W. Bean Dinner |

| The SIA today welcomed the generous support of Lockheed Martin Australia at the C.E.W. Bean Annual Dinner at the Australian War Memorial on Thursday 8 December 2005 at which the Prime Minister of Turkey will be Guest of Honour. The SIA's involvement in the dinner follows the successful visit to Istanbul and Ankara by VP AE2, CDRE Terry Roach AM RAN Rtd, where the first steps were taken towards establishing a formal relationship between the SIA and the Turkish Institute of Nautical Archaeology. The SIA views its relationship with TINA as crucial in implementing its strategy to ensure that submarine AE2's role in the Gallipoli Campaign is appropriately recognised by the time of the Anzac Centenary in 2015. Lockheed Martin Australia is an important supplier to the Australian Defence Force. |

| Think Tank 2005 Slides and Summary released. |
|
| The SIA today released the slides used during Think Tank 2005. These can be downloaded from the Members' Area. In announcing the release, former SIA President Mike Deeks said "The attached file is a combination of the presentation used to set the scene for the 2005 Think Tank plus outcomes and summaries from the syndicates and Team Leader.
The Think Tank was brought together in order to reinvigorate the SIA's role in encouraging public debate on the next generation submarine. It also allowed members the opportunity to educate themselves on the issues in order to improve their ability to engage other interested parties.
It set itself the goal of identifying a series of questions that could be asked, which would lead to a considered response of a need for a follow on submarine to the Collins Class.
After considering the environment in which future submarines may operate with a 'scene setting' presentation from Allan Behm, we heard from LtGen Hurley about the likely DCP timescale for the next generation submarines, the acquisition process and potential pitfalls of which we should be aware.
Discussion was stimulated by Syndicates considering a series of issues in a two stage approach.
I commend the Think Tank participants for their contributions and members are encouraged to draw on the file and the mindmaps when spreading the word about SM 2020." |

| The SIA today released the menu for its Annual Dinner to be held at University House, Canberra on Thursday 1 September. In announcing the event, SIA Treasurer Frank Owen said that this represents the high point of the week for some people. He also advised that rig for the event is coat and tie. |

| SIA to co-host tour of STIRLING by Society for Undersea Technology |
|
| On 2nd September the SIA is co-hosting (with CANSG) the Society for Undersea Technology (SUT) at HMAS Stirling. The event will include a brief on HMAS Stirling by CANSG (CDRE Rick Shalders RAN), tours of submarines and then smally eats and drinks in the Wardroom. Complete by 1900. The SUT is a group formed by the oil and gas offshore exploration community about 40 years ago in Aberdeen. The WA chapter of the SUT is relatively new (about 18 months old) and has a lot in common with the SIA. Mike says it will be a good opportunity to network with influential people in this industry sector and spread the good word of the Australian submarine arm. Those interested in attending are requested to contact Mike (use the Committee link). |

| Founding President of SIA pulls the plug |
|
| Peter Horobin, founder of the Submarine Institute of Australia, has found it necessary to resign his position on the Committee following his move to Aberdeen. The SIA wishes him well in his new role as "SIA Ambassador to the Court of St Andrew"!
The Committee has appointed Terry Roach to fill the vacancy left by the resignations of Peter as well as that of Stuart Weylandsmith. Terry takes carriage of the issues surrounding AE2. |
